About DVD Region Code

DVD video discs may be encoded with a region code restricting the area of the world in which they can be played. Discs without region coding are called all region or region 0 discs.

The commercial DVD player specification requires that a player to be sold in a given place not play discs encoded for a different region (region 0 discs are not restricted). The purpose of this is to allow motion picture studios to control aspects of a release, including content, release date, and, especially, price, according to the region. Many DVD players are or can be modified to be region-free, allowing playback of all discs.

Purposes of DVD Region Code

There are many purposes that region coding can achieve, but a primary one is price discrimination. Price discrimination is the economic principle of demanding a higher price from buyers who are willing - and able - to pay more. Price discrimination is especially applicable to movies, because the marginal cost of selling one copy (or viewing) is quite small, giving the seller great flexibility in pricing. There is great disparity among the regions of the world in how much a person is willing to pay for a DVD, and region encoding allows a publisher to sell a DVD for less money in the regions where the demand is low and more where the demand is high.

Another purpose is controlling release dates. One of the traditions of movie marketing that the advent of home video threatened is the practice of releasing a movie (to theaters) later in some countries than in others. The threat from video tape was muted by the coincidence that television broadcast standards, and thus video tape formats, were for historical reasons regional. But apart from region coding, the DVD format is meant to be playable everywhere.


How to Tell What Region Code a DVD Disc Is

The Region Code is usually specified on the back of the individual DVD packages, either with a Regional Coding logo of a globe with the region number superimposed over it, or specifically spelled out. For example, while currently-released New Line and Warner DVD titles use the globe logo & number scheme, MGM/UA titles state: "This disc has been encoded for Region 1: The United States, U.S. Territories and Canada." In the cast of Lumivision's discs, they are labeled "Available worldwide," which means that the discs contain no regional coding and will play on any player in any country. Some Region ALL discs have all 8 flags set, indicating that these discs can be played in any locale on any player.


The Good and the Bad of DVD Region Codes

Depending on who you are, region coding can be considered a blessing or a curse. If you are movie studio executive, this is great, not only do you reap maximum profits from the theatrical releases, but also from the DVD releases for your film. However, if you are a consumer wanting to see a movie that is available on DVD in your relative's or friend's country but not in yours, you may have to wait quite a while.

However, another suspected rationale for region coding is beginning to emerge, possible price-fixing of DVDs depending on region. Although this is yet to be legally proven in court, if proven to be true, Australian and European courts may just put the heat on Hollywood and manufacturers to discontinue region coding as a marketing practice. New Zealand has been trying to eliminate DVD region code restrictions in that country.

In addition, for those consumers that live in Europe, Australia, and Asia, there is an abundant market for so-called Code Free DVD players, which are essentially modified versions of stock DVD players in which the region coding function has been disabled.

With the magic of mail-order and the Internet, these players are widely available, even if not totally legal. For the fortunate owners of these players, DVDs can be purchased from any region.

However, as a reaction to the popularity of Code-Free DVD players, "Hollywood" has instituted another layer of coding on region1 DVDs called RCE (Regional Coding Enhancement) which prevents selected region1 DVDs from playing even on Code-Free DVD players. However, RCE is only implemented on some Region 1 discs, and not on discs from other regions.
